Parmenio Davis (1816-1883) was mayor of Ypsilanti from 1861 to 1864 and again from 1868 to 1870. H also served as supervisor of Ypsilanti Township from 1852-1853 and as master of Phoenix Lodge No. 13 in 1851.

Issues during his second term included the voters of Ypsilanti in 1870 backing $50,000 in bonds for the construction of a portion of the Detroit, Hillsdale and Indiana Railroad from its intersection with the Michigan Central Railroad to Pittsfield Township, a distance of six miles.
