Service-related issues such as potholes, complaints, praises, etc. (in the City of Chattanooga): call 311! Literally dial 3-1-1 from a landline, or 423.643.6311 from a mobile, or email [email protected]. They'll get you to the right person, likely someone within the Chattanooga Department of Transportation (CDOT). CDOT designs and implements transportation projects, and also includes traffic operations.

For interstates (e.g. I-24, I-75) or general statewide questions:  TDOT is the state department of transportation. 

Long-range planning, regional planning, federal/state transportation funding, etc.: Chattanooga-Hamilton County/North Georgia Transportation Planning Organization (TPO) is the entity designated for regional transportation planning in the greater Chattanooga region. The TPO creates two main plans, each on a 4-year cycle: the Regional Transportation Plan, which is a long-range plan for setting transportation project priorities and analyzing current and future conditions; and the Transportation Improvement Program (TIP), which puts "real dollars" to specific projects. The TPO only deals with projects using federal/state funds, so they don't have much of a role in locally funded projects.
