Chico's General Plan maps out the growth of the city. It is developed through input of any interested citizen. Many meetings are held over a period of time to help flesh out the plan. After it has been adopted, the City Council must adhere to it when considering future city development. If there is large demand to go against the plan then an amendment to it must be made by the council.

The latest general plan revision is Chico 2030. It has an official website.
