Tyrone E. Winfrey represented District 4 and was president of the Detroit Board of Education. He is an Associate Director at the University of Michigan Office of Undergraduate Admissions as well as Director of the University of Michigan Detroit Admissions Office. He is married to City Clerk Janice Winfrey.

Winfrey is active in the Pathways Male Mentoring Ministry, Christian Education Youth Department, and the Guidance and Education Ministry at Greater Grace Temple.

In the 2011 school board election, he was unable to collect enough signatures to be on the ballot, and his write-in campaign was defeated by Judy Summers.
