The program, also known as NAP, ended a nearly 11-year run in April 2010. The program celebrated its 10th anniversary on October 8, 2009. Eric Sabree was the program's supervisor when it closed.

The program focused on Detroit, Hamtramck, Highland Park and Westland. It had a hotline people could call about nuisance properties. County lawyers could sue, have the property declared a nuisance, and take ownership. When the program closed, it was owed about $41 Million in fines. County Commissioner Ilona Varga expressed interest in finding a way to open the program with support from fines.
