In 2003 the then mayor of Santa Cruz, Emily Reilly, suggested to the Santa Cruz Redevelopement Agency that vacant downtown business locations could be used for cultural purposes. Local arts organizations had been hurt by budget cuts and the hope was that this would help revive them. The Redevelopement agency teamed up with the Cultural Council of Santa Cruz County and arranged to use 1319 Pacific Ave as the first of several, temporary locations that would become the Question Mark Gallery. In 2004 the gallery functioned as an art, performance, and meeting space, and it moved around a lot, with locations on Church Street, Pearl Alley, Cathcart Street, and on Front Street. These events then influenced the founding of the Santa Cruz Institute of Contemporary Arts later in 2004, which was created to serve as a development agency for the arts. The Question Mark Gallery really livened up the Downtown art scene by bringing cutting edge art to a wider variety of locations.
