SCOPE was the acronym of a business group started in 1963. The group was started to encourage business to come to Santa Cruz. SCOPE is short for, "Santa Cruz Organization for Progress and Euthenics." Euthenics is defined as, "The study of methods of improving human well-being."

This park was informally called Scribner Park in honor of Tom Scribner after a statue of him was placed there. The park was reconfigured after a history of vandalism and illegal activities at the location.Tom Scribner's statue at the site was moved further south on Pacific Avenue near Locust Street.
