A traffic circle is a one-way, circular intersection in which traffic flows around a center island, similar to a roundabout. Traffic circles or rotaries, operate under different traffic rules than a roundabout. In Santa Cruz, they are used as "traffic calming circles" to slow down traffic, and not as a controlled intersection, where roundabouts are used.
