Western Federal Savings and Loan came to Santa Cruz by buying Bell Savings and Loan in 1988. In June of 1993, federal regulators seized Western Federal Savings and Loan because it was under capitalized and plagued by losses. In an effort to continue the operation, it became Western Federal Savings Bank. The institution was acquired by Home Savings of America in 1994. There is no mention of Western Federal in the 1994 Santa Cruz Telephone Directory.
