Walnut Creek is governed by a City Council that holds non-partisan elections. City Council members do not announce their political parties and are elected without any mention of political affiliation.

The title of Mayor is only ceremonial as all council members are equal and no member has more power than another. The title of mayor is rotated between each member of the council on a regular basis.

The original City Hall and meeting place of the City Council was located at the Park Place building in Civic Park.

The City Council Meeting is broadcast live on local cable access channels.
