Minutes of Committee Meeting Held Wednesday 13 April 2016

at 9.30 am at The Institute, Supper Room

3. Minutes of Previous Meeting 10 February 2016

Correction from Ann. Ann had asked if she could write to Dr. Susan Neuhaus in regard to speaking at Remembrance Day. Jean will amend. Action Jean Mike confirmed minutes as correct. Ann seconded.

4. Business Arising

Bruce asked Jeff for his thoughts on Monday’s Rural DPA public meeting. Jeff felt it went well. Brian and Bruce’s speeches had impact on Council. Transportables, subdividing needs to be reduced and watered down, also reduce restaurant seating, parameters. Brian Schirripa wants to go to the media. Government departments don’t support it DPA in current form. Primary Industry doesn’t support it. Article in paper wrong, Adelaide Hills Council doesn’t support it. Jean asked if elected councillors had the ability to amend the policy. Eric commended Bruce on his speech. Jean asked about the press release. Rick thinks we should go ahead with our plan to speak to the Courier. Action Rick, Bruce, Jean Bruce asked about the timetable, Jeff thought it could be 3-4 months before a vote. Ann asked if numbers were against.

5. Correspondence In/Out

Emails to and from Margaret Brook, Carol Bailey, Mardi Zeunert, Harold Gallasch, Wendy Williams, Mike Greenwood, Trevor Keen, Roger Irvine, Sue Miller, Lindsay Campbell, Greg Morrison, Harry Seager, Ann Wurlod, Jason Duffield, Nigel Grivell.

6. Subcommittees 2015/16

6.1 Master Plan Submission - Jean and Ann will contact Greg Sarre and interview him on the Master Plan process for an article in the Village Voice. Action Ann, Jean Jean suggests writing to Greg Waller questioning why blocks are being subdivided less than 800 sq, using the block across from the back of the Institute as an example. All agreed. Harold says development and growth inevitable. Jeff mentioned when Master Plan for Nairne was put in for approval, extra subdivisions were added.

6.2 Heavy Vehicle Sub Committee - Policy statement in progress, will finish next month. Subject of heavy trucks mentioned three times in public meeting. Phil thinks it is a simple issue. Keep articulated buses only in busy times. Need bypass road to Pine Avenue. Why wait for signage? Low cost. Ann W asked about approaching police about this issue. Que of vehicles behind tourist bus. Bruce says we have written to the Department of Transport. Police band aid? Position paper is the way forward. Mike thinks signage is the cheapest way forward. Rick followed up on Residents Win contact, lower position to Andrew G. Isobel going to make completion of interchange a policy platform. Jeff to see Jamie Briggs re interchange. Action Jeff

6.3 Nixon’s Mill Project - Eric says we can see 1st signs of preservation of Mill. Had been neglected for years. This means Mill is safe. Lots of deterioration on top. In 5 years time, there would have been more damage. It’s been repaired. Now we wish to highlight it’s there. Lit at night. Stage 1 includes reasonable access to Mill. Includes two resting places. Fencing done in conjunction with Farm Barn. Will be some car parking. Committed money for signage. Trying to get a few thousand from Beerenburg Mike believes we need sails. To be put on next agenda Action Jean

6.4 Parking - We need more and better parking, talking with John Ashcroft about scheme similar to Stirling. Coordination of the landowner interests. Need Council Support. John to organize meeting with Andrew Stuart. Jean commented the Township DPA may include policy changes to the land use behind the Main street making it more valuable. Action Rick

6.5 Marketing/Community/Liaison/Networking - Leave for now. Rick says our plan is to meet with other groups exchanging ideas. Mike Greenwood wants to work between different organizations. Ann says Principal of St. Michaels would like to attend our meeting. Action Ann

7. Reports

7.1 Financial - No Change. Total funds $3933 includes $800 held for Mill Project. $3133 available to HCA.

7.2 Entrance - Surveyed, concept plan modified and with John Ashcroft. Agreements drawn up.

7.3 Council Matters - Council passed funding for St. Francis basketball courts, had been knocked back from Rec & Sport. No attendance, no vote. Roundabout landscaping to start Tuesday. Photo Article for VV Action Ann, Wendy Track up to Beerenburg received $25,000-30,000. Start of bike trail? Footpath in front of Hahndorf Primary school in next year’s budget.

7.4 Planning Heritage - Jean reviewed February/March building list.

7.5 Digital Progress Facebook/Wiki - Wiki needs to get back on track. Action Jean

7.6 Village Voice - Jean to write summary on RDPA, review before we go to print Action Jean

8. General Business

8.1 Tour Down Under 2017 Decorations/Community Grant - On hold until September grants.

8.2 Speaker for September 2016 - Bruce had dinner with Alan Campbell. Alan agreed to speak with Peter Heysen. Will bring paintings to AGM. Need to confirm a date Action Bruce Gary Duncan may also be approached. Rick re-stated we need to target 100 people. Promote it well. Harold says Alan by himself will not be enough, he has spoken before. Gary Duncan is a good speaker.

9. Other Business

9.1 Change of Meeting Time - Jean asked our visitors what they thought. Sean thought both morning or evening were fine. To attract younger people, it would have to be evening. Julie said she can only come on a Wednesday morning, due to work commitments. Jeff said our attendance is the highest of all the community groups and the only one in the morning. Meeting time will stay the same for now.

9.2 Change of Meeting Venue - Harold believes the echo makes it hard to hear. Eric says when we don’t all speak at once, its fine and does not want to move. Jean agrees. Anne W commented is it cold in winter? Phil also believes it echoes. Tried Academy in the past, heavy transports created noise. Change of time might make Academy viable. Mike Greenwood welcomes opportunity to investigate. Action Bruce Mike asks if we will have AGM in St. Michael’s, not Institute?
