Minutes of Committee Meeting held August 8th 2012 at 9.30 am. in the Hahndorf Institute Supper Room.

Business Arising

1.   Upgrade of Hahnwiki

Tony reported that changes to the program will

  • take longer to implement than anticipated .
  • involve other groups within DCMB district.
  • Original Certificate of Incorporation desirable. -  [Action Ann]
  • Person required to manage HCA portion of the revised site.

2.   Pioneer Memorial Gardens upgrade.

  • Norm Key [DCMB reported that area too wet for action - 2/3 weeks start.
  • Grading around playground next project.
  • Toilet design/construction requiring Heritage compliance
  • Street seats installation week Aug 13th.

3.  Heavy traffic

  • Awaiting pedestrian crossing traffic survey.   Action - Phil,  Jeff

4.   Waterways

  • Terry Banks NRM to follow up clearance of creek at rear of Doug Allen’s place.

5.   Constitution

  • Proposed Constitution is based on OBCA template.
  • Sub committee examined draft.  Small changes relevant to HCA prompted 5.3 ie ….
  • Discussion re. residential membership Clause 5.1 of draft.  ie length of permanent residency prior to automatic membership.  Referred back to Committee for discussion.   Agreed on 3 [three] month insertion.
  • Document to be reworked then presented at AGM.  -   Action Tony
  • Seal required.  Poll definition = counting raised hands.

6.   Remembrance Day

  • Ann/Wendy to coordinate.  MC, speaker booked, bugler invited, special guests listed as per prepared sheet.

7.   Heritage Issues

  • Press release in Courier well represented.  Opened the case to community with emphasis on partnership with Council.  Pippa Buckberry, Heritage Advisor invited to address this meeting as source of correct information.   Advised us that Senior Planner [Paul Eames] would have to approve.   No Reponse.
  • Community forum report again delayed, therefore proceed with
  • Request for meeting with CEO.  Purpose to alert CEO of issues, and to clarify the mechanism at Council where we can intervene when development applications deemed inappropriate to Hahndorf Heritage area are lodged at Council.  - Action Rick
  • Draft letter/questionnaire prepared for sub committee meeting September 6 @ 6 Byard Pl.  - Action Jim
  • Invite Justin Gare to above meeting  -  Action Wendy.

8.   AGM

  • 17 October St Michael’s Hall Booked.  Speaker Anne Herraman.
  • Focus on heritage.  Wine and cheese.  Commence public notice.

  • Beerenberg re ‘Strawberry path” and traffic speed near outlet.  Sally P has not yet pushed for such a pathway, but pleased to have support toward this.   Discussion re 80/60 kmph too close to properly reduce speed, and needs enforcement.  Send letter to N Key  -  Action Ann

  • C Steeb re assistance with Lantern Festival
  • DCMB re unsuccessful community Event application for opening of Pioneer Memorial Gardens.  This will be a Council event.  HCA desires consultation and participation.

HBTA Working Group

Harold reported

  • street beautification should commence shortly.
  • watering system under footpaths to approx 8 locations
  • planting by community groups eg Lions 3C Church.
  • seeking regular volunteers to maintain

Council.

  • Jeff reported that Council is particularly busy with planning issues around infrastructure ie roads, water, parknride brought about by State Government Development plan
  • Particular concern for Hahndorf is ETSA enforcement of high voltage towers and wires across 11 properties from Paech Rd substation to River
  • NB More reason to heighten HCA resolve to monitor Heritage places

General Business

  • AGM Planning under way -  Action Wendy/Ann
  • Village Voice September issue progressing.
  •  Precinct - 2 Hotels becoming careless.  Monitor rubbish, and behaviour.

Do we become involved.  Discussion outcome - wait until clearer definition of route and time through Hahndorf on January 23.

Main Street Lighting.

LED fittings have been trialed elsewhere.  ETSA approval required.  Dark street seen as a safety matter.  Letter to Wayne Dunningham - Action Ann.
