Minutes of Committee Meeting held February 11th 2015

in the Hahndorf Institute Supper Room

1. Present

In the absence of Chairman Rick, Vice Chairman Jim Fowles conducted the meeting.

3. Minutes of Previous Committee Meeting

Accepted as a correct record. J Bettcher, M Hasler

4. Business Arising

4.1 Dry Zone Acknowledgement from Peter McGinn of need to progree this matter. Some indication from Liquor Licensing Commission that the Zone is permanent. Follow up with direct investigation.  Action A Haines

4.2 Strategic Plan .To be left on the table until March meeting. Some matters were raised.

i. Cr Bettcher indicated that HCA should initiate the need for a Hahndorf Master Plan as a priority in the 2015/16 Budget .

ii.Christine tabled a draft Strategic Plan with verbal explaination of how this should proceed.  Discussion. Proposal that this be typed by Maureen and forwarded to Rick for perusal prior to further action. Action R Harcourt.  Thankyou to Christine.  Agenda March .

4.3 Entrance Statement. -notification for expressions of interest has been advertised.

- no direct Council money.

- letters soon to be sent to all town groups seeking donations, similarly large companies and landholders.

4.4 Onkaparinga roundabout - some indication that DPTI/HIlls Council could make a joint agreement DCMB to plant and maintain all aspects. Monitor for now.

4.5 TDU Successful sausage sizzle and fun for all.  Many positive comments about courtesy and pleasant surroundings. Tasks and proceedures listed for future reference. Thanks to Jim as coordinator..

4.6 New laptop. Purchased. Will store all VIllage Voices, plus general use.

4.7 War Memorial lettering. Grant application to DVA under "Saluting Their Services" is under way.  Consultation with other relevant community groups as Hahndorf has no RSL group.   Action B Mouatt.

5. Correspondence

In HAT - Council programs for seniors information.  P McGinn re Dry Zone

Out letters to Lions, Legacy, Hall Council re Memorial .

6. Reports

6.1Financial Balance of $ 3820.00 inc $550.00 raised at TDU. Laptop payment due.  Moved E Aliffe that report be accepted 2nd M Hasler.

6.2 Sub Committees

i]Heavy vehicles.Sub Committee meeting Feb 4th postponed until February 19th.  Level of frustration growing that large carriers are continuing to use Main street as a short route to other districts.

2] Heritage. Jean reported on findings of sub commmittee.ie

- Pippa Buckberry is available for advice on request only.

- Simon Coutts is staff person available for legislative information. Not until an application is categorised, can HCA have input, which is generally too late for effective input.

- Simon Coutts recommended 2005 Master Plan as a reference.

- No 64 Main St is not Heritage listed, therefore developments ocurred as part of lease agreement

Motion "that the process should commence to have No 64 , known as The Old School House, to be Heritage listed" Moved C PIttman-Reid, 2nd E Aliffe Action J Germano

- any response to a development application be in tandem/consultation with National Trust.

- Objective .'assess and respond to development applications for Heritage listed buildings[state and local] in Hahndorf and/or development that are within the historic conservation area of interest to the HCA. The subcommittee will work within the guidelines and amendments of the current development plan and seek the support of the National Trust.

3] Council Matters .Letter of support for budget funds as sought by Cr Bettcher be forwarded to Mr Parker.  Action A Haines

- Non complying category 3 subdivision application on River Road . If approved this will set a precedent for all land in the former HD1 category along entry to Hahndorf. Motion ' that an objection to this development be lodged by 5.00pm on grounds of setting a precedent for property within the Historic Conservation area in Rural Residential Zone".  Moved T Finnis 2nd S Bettcher.

- new councillors undertaking training.

- no take up of dwelling construction on new estates.

- pathway to Beerenbeg requires aprotection fence. DPTI road.

4]  Parking no matters

5] Nixons MIll project.  Slow process. Farm Barn sale now complete, requirements can be established. Consultation with Peremangk elder to be commenced.

7.General Business

7.1 Institute amalgamation with HCA Not acceptable to either committee.

7.2 Meeting times- consider 7.00pm. Young parents manage school meetings.

7.3 Village Voice On track Cheryl Mc Lean has come on board to assist.

7.4 Local Wikki Tony reported that as from 26.01 .2015 , some 300 cities have participated No cost to Hills/Hahndorf . Tony has transferred all information from Barkerwikki to this site.  Localwikki.org/adelaide-hills This is now a comprehensive search base which we can use for information other than sales or unacceptable entries.

8. Other Business

A request be made to Compliance Officer Wohlstead to re examine footpath signage and use by traders for goods.   Action Haines
