Minutes of Extraordinary Committee Meeting

2. Extraordinary Meeting

To discuss whether or not we present a written submission in opposition to Policy No. 24 Hahndorf Rural Activity with a deadline for submission 21 March 2016.

Bruce thanked everyone for coming. Would like everyone to speak for a ½ hour to understand policy. No discussion on process. Discuss and resolve how we will or will not deal with it. Gain a greater understanding of the proposal. Resolve how to move forward.

Jeff spoke first. Policy 24 renamed as an Activity Policy. Started process in 2009 before Jeff was on Council. Expand economic activity over Hahndorf to create more income. Value add to current activity. Processing 25 squares, sheds size of a house. Allowing other houses, transportables. Will lead to further subdivision. Lead to greater rural messiness of properties. Perhaps will bring in social issues. Spoken to Police Dept. Agreed. Adelaide Hills has strengthened its’ development plan in other direction. Invitation to developers open for business.

Rick spoke next. Only speaking to Policy No. 24. Definitely has merit. We criticize government for failing to come up with initiatives. Sprung out of 10 Economic initiatives suggested by Premier. Real merit in stimulating commercial activity. Can’t see any activities being detrimental. Quite possible that what Geoff has outlined will happen. Developers only chase what is commercially viable. Extra houses can’t lead to subdivision. Transportable not a pretty look. Different when happening in picturesque areas. Already happened in hinterland of Kent. Really concerned that HCA doesn’t become noisy nuisance. Anyone can speak in private capacity.

Jean gave some examples of policy inconsistencies. Must consider process and presentation. Phil discussed early roadside stalls. Bruce thinks it’s vague, not on the horizon. Jim asks how many people live on broad acres, why are we making decisions on broadacres. Is this what we should be doing?

Jeff commented Traders will be against this policy. National Trust is against it. Mount Barker Agricultural Board, are they for or against? Jeff has no conflict of interest, trys to represent everyone’s interests.

Mike said Mayor said Littlehampton, Nairne, Hahndorf will not become suburbia. Is this still true? Littlehampton and Nairne already have.

Jeff said Council still debating Mount Barker Town DPA (over three sessions). High tea at Jurlique before Christmas with Mayor promoting development. Jeff explained DPA process in Council. Council will vote on DPA.

Rick comments government process is always frustrating, not worth discussing. Bruce asks will it change Hahndorf? Ann asks can we question (more detail)? Rick thinks it’s a change for the better. Jim said we change. Jean said we should send submission to our 4 ward councillors and Mayor. Jeff said to entire council would be better as we need the votes. Phil spoke of previous master plans. No one listens. Amendment will put pressure on Hahndorf.

Bruce wants to vote 1) write in opposition 2) Do nothing 3) acknowledge concerns, but watch without action.

Jeff mentions meeting Isobel Redmund putting Hahndorf ramps on her election campaign policy.

Jean doesn’t agree with options. Rick suggests a new motion. Jean would prefer a less aggressive opposition, a submission which questions procedure and policy 2-3 pages to take to full committee in March. Will form a small working committee (Ann, Rick and Jean). Action Jean, Rick, Ann Vote to proceed will take place at full committee. Jeff to provide detail obtained from Judith Urquist. Action Jeff

Bruce says we need to explain to residents and determine ‘fair enough’ test.
