Minutes of Committee Meeting held July 11th 2018 at 9.30am

In the Hahndorf Institute Supper Room.

1. Present:

2. Minutes of Previous Meeting, June 13th 2018.

Tony read minutes for visitor information. Confirmed Tony, 2nd Margaret.

3. Business Arising.

Malcolm noted that this will arise under later discussion Anne B. has recommended a speed hump as a traffic calming device on Auricht Rd.

Agenda change due to time factor and visitor attendance , including MP Dan Cregan.

  1. Pressing heritage matters. Barn on Main St approved as a Category 1 development, so is not challengeable. Hahndorf’s Main Street is listed within the acknowledged State Heritage area however Council has lost control on Heritage issues to the State planning authority.

  2. Dan Cregan MP spoke of options while new government is looking at planning inconsistencies. All Councils have been alerted to the defaults, all communities need to be aware. Councillors within DCMB are of the same view, and will raise the issue with other groups in this community. Financial aspect is difficult for property owners.

  3. Chairman Malcolm reminded participants that the Barn application, as Cat 1 has been approved, therefore off our agenda. The Barn is in disrepair, requires a sympathetic rescue process. Harold stated that Council can relook on a technicality. ie State Heritage Area = State Heritage Place. There are several inconsistencies with heritage in Hahndorf which have reduced the heritage value and power. Malcolm, Bruce, and Jeff to meet with owners of the Barn to correct the situation where possible. Harold invited to join discussions. Members to inspect the building after today’s meeting.

  4. Tony asked, Main St is listed under the State Heritage Area. What is happening to legally listed buildings, and who is now responsible for their up-keep?

Councillor Harry explained that the new Act offers less input from individuals and current law is of minimal process.

Simon made the point that this should have been examined under Change of Use, thus Cat 3.

  1. What next. Community needs to be aware of the new planning laws and become more active in promotion. Use Facebook, Wiki, Village Voice clarification for all to read, AGM topic, check Heritage overlay for the whole town, and list buildings on HCA notice board. Individual comments/complaints should be submitted to DCMB, as multiple comments are more effective. Wendy proposed developing a Hahndorf Historical Society of interested people to undertake monitoring of heritage areas, spaces, buildings. Blue information plaques on Main St vanishing. QR codes being installed.

4. Master Plan.

The Traffic report as received by DCMB is not to be surrendered to public.

Paid parking not accepted by the HCA. Members present vehemently reject the report’s suggestion.

Freeway access for the Eastern traffic from the region to be closely examined. Federal and State Governments planning required. Harold tabled a summary of heavy vehicles travelling along Main Street.

5. Correspondence.

As tabled from Jean. Included mail from Council re. Master Plan advisory Group not going forward due to a perceived lack of confidence from residents /businesses. Traders previously reticent regarding parking behind buildings. Now a considered option.

Attach appropriate correspondence re Master Plan to minutes. Action Jean

Classification of buildings.

6. Financial

Basic account balance. No change

7. Waterways.

Onkaparinga River cleared of trees at bridge.

House holders responsible for creek clearance through property. Mention will be made in the Village Voice.

8. Council Report.

2.9% rate increase.

Federal Ministers meeting.

Water management. Funds set aside for Hahndorf generally,

$1.6 million set aside for Hahndorf projects ie Oval, Academy, streetscape.

Planning in future to be undertaken digitally.

At this time D Cregan, J White, T Finnis left the meeting .

9. General Business

i. Consideration for evening meetings. Are traders exempt from mornings?

Further discussion at AGM? Many other committees meet in evenings; therefore people are already involved elsewhere.

ii. Ross Schubert spoke of footpath concerns -slippery leaves, and uneven paving.

iii. Jennifer Hodgson informed us of Hahndorf Lions forthcoming 50th birthday and the desire for a Commemoration project. Ideas welcome please ,send to [email protected]. Notice on HCA notice board. Action Ann

iv Council election.

*David Leach introduced himself as a contender for November Council election, spoke of background and interests.

*Deb MacKay spoke of her working with residents/businesses on practical matters within council area.

*Harry Seager introduced himself as a current Councillor and interests.
