3. Minutes of Previous Meeting 13 April 2016

6. Subcommittees 2015/16

6.1 Master Plan Submission - Jean, Ann and Rick met with Penny Worland, Senior Council Policy Planner to discuss next steps for Master Planning process. Jean updated everyone on how master plan submission came about and outlined meeting discussion. Penny followed meeting up with an email covering key points. Jeff mentioned funding may be $40,000. Jeff suggest writing to Ministers John Rau and Tourism Minister Leon Bignell. Next Council strategy meeting in June (possible one will be called before), vote will be taken to recommend to Council to pass. G. Waller working on amendments. Bruce should go on ABC, talk about tourism, etc. Also write to strategy committee members again. Action seek deputation for Bruce to speak to Council, write to members of Council Strategy Committee, write to Ministers, seek press coverage. Rick discussed damaging effects to Hahndorf, Council not waiting for Master Plan. Lobby Councillors by phone who are voting for it. Strategy to remove Policy 24 from amendments. 6.2 Heavy Vehicle Sub Committee - Rick presented his draft. Objective to have concise paper that summarizes position at this point in time. Jean mentions Phil pointed out should be DPTI. Motion adopted. Rick moved, Ann second. Should be included in Master Plan. Bruce and Rick to go see Isobel Redmond and Jamie Briggs Action Bruce, Rick Tony like to put in local wiki as permanent record. Action Tony Eric suggested position paper on Heavy Vehicles to be in Village Voice.

6.3 Nixon’s Mill Project - Eric says not a lot has happened. Meeting of focus group tomorrow. Scott is Project Officer. Willing to come to next HCA meeting. Action Eric. $5000 for advertising, $800 in. Ask Beerenburg Foundation. Permission to proceed, granted. $2000 or $3000 to be decided at Focus Group meeting. Action Eric.

6.4 Parking - No action. Jeff suggests approaching Mark Fiori or Jason Duffield to use land for car parking temporarily.

6.5 Marketing/Community/Liaison/Networking Rick says express ourselves in media through a press release. Bruce to speak to Courier, Community Radio.

7. Reports

7.1 Financial - No Change. Total funds $3956 includes $800 held for Mill Project. $3152 available to HCA.

7.2 Entrance - Contracts drawn up, legal work done. Survey pegs in ground. Must be completed in 12 months. $11,000-$12,000 in bank, spent $3-4000. John Ashcroft designing steps to Mill. Mike says tops of poles should be sloping, follow slope of land. Jeff to take on board.

7.3 Council Matters - General rates increase 3%. Based on District House price average $365,000. Heysen Foundation wlll receive $1.5 million from Council. Feds putting in $1 million. Stage 1 $5 million Stage 2 Build gallery and café and parking, sited at Sculpture Symposium. $245,000 x 5 years new netball courts St. Francis DeSalle College. $40,000 concept design Weld Park. Footpaths Pine Ave, Auricht road continues. Track to Beerenburg to be built. Roundabout in middle of Pine Ave, Jeff to speak to Brian Clancy.

7.4 Planning Heritage - No Action

7.5 Digital Progress Facebook/Wiki - Tony putting up sample plaques in Post Office. Put up plaque or notice with codes to Facebook/local wiki on noticeboard and Institute. Give publicity to HCA. Ann to do. Action Ann. Need to get right before plaques made. Number of others building to be done. Traders agree in principal. A lot of people not aware. Bruce asks does font need to be changed? Plaques 200x200 square. Tony says trial will run for a couple of years, Academy will give us money for incidentals $1000.

7.6 Village Voice - Bruce says put it back a week. Ann trying to get HCA name as facilitator.

8. General Business

8.1 Tour Down Under 2017 Decorations/Community Grant - Work on design for banner Action Jean, Ann, Jim Ann says 3 people handling tourism for Council. Meet with Lisa re decorations Tour Down Under. Action Jean, Ann

8.2 Speaker for September 2016 - Date is 28th. Jean says as soon as Rural DPA is finished, need to focus on AGM.

9. Other Business

9.1 Change of Meeting Venue - Need to coordinate with Academy, it’s on their agenda. Bruce suggests the Haus meeting room, allows interaction with traders. Better acoustics. Tony prefers independent location. Academy doesn’t offer improvement. Mike asks can we improve acoustics here? Ann to look at, Margaret asks will stage work? Action Ann

9.2 Remembrance Day Speaker-  Ann booked Dr. Susan Neuhaus as Speaker. Permission to organize MC, Audio, morning tea, Lions could help. Bruce to MC. Action Ann

Jean reviewed Hahndorf contacts list to go to Council. Jeff mentioned Hahndorf roundabout delayed because of weather. Ann mentioned Carol Paech says Beerenburg moving into new premises 3 June.
