The Neighborhood Private Surveillance Directory (NPSD) is a concept/bill to be passed by Berkeley City Government.

Its plan is to give the Berkeley Police Department a directory of constituents that have their own private surveillance cameras. This is to more efficiently allow for the police department to ask locals if they have any footage of nearby crimes. This plan also emphasizes that constituents voluntarily release footage from their private surveillance cameras, and thus the police can not constantly monitor these cameras or force constituents to give up their footage. Many cities have implemented this plan with the best example being Fremont. Fremont has a camera registry, a home surveillance camera guide, a community surveillance camera guide, and a community surveillance presentation. Follow the link below to checkout these features on the Fremont Police Department Website, which would serve as a good model for implementing this plan in Berkeley. This plan is still in its pre-alpha stage, and is yet to be passed.
