The People Mover is a 2.9-mile elevated light rail system which operates on a single set of tracks and circles downtown. It's operated by the Detroit Transportation Corporation of the City of Detroit. The cars are driverless. In 2010, it had 2.3 million riders.

In July 2011, the Council cut the People Mover's subsidy to $3.4M, a ~25% cut. This caused the state to reduce its subsidy from $3.6M to $1M. In response, the Commission voted on August 31 to raise fares from 50 cents to 75. The increase takes effect November 1. That increase is expected to make up $175,000-$250,000. The system may close if a solution is not found.

In December 2011, the Transportation Corp. voted to use an old escrow funds to make up the shortfall.
