Herbert Cochran was born in Merrillsville around 1912 to Cora and George Cochran. After his father died when Herbert was just 14, he had to quit school. His cousin Ray Fadden was a great help at this time. Herbert lied about his age and went to work for the New York Telephone Company at age 16, and worked there for 40 years before retiring in 1969. He married Alice Donah, a French Canadian tuberculosis patient curing in Saranac Lake. They had two children, Robert and Alice (later Harrington). Alice (the elder) died of tuberculosis.

Herbert eventually got married again, to Mary Walker, and they had four children, Henry, Michael, Maureen, and Janet, in addition to raising Robert and Alice. They lived at 57 Park Avenue. Later in life, Herbert lived in Rainbow Lake.
