Dr. Richard Kegel was a doctor at the New York State Hospital at Ray Brook. In the 1940 Census, he was listed as an Assistant Physician.
He moved to the Cooperstown area in the 1940s, and in 1947, took a position in the Middle East.

The spring chest clinic was held in the high school building Thursday. May 12th. The physician in charge was Dr. Richard Kegel, a member of the staff of the Ray Brook Sanatorium, and he was assisted by Mr. Frank Sherno, the xray technician of that institution. The County nurses present were Mrs. Coleman and Miss Anita Shackett, Ticonderoga.
