Emily Reilly is the co-owner of Emily's Bakery and a realtor with Bailey Properties. In 2000 she was elected to the Santa Cruz City Council, where she served as a council member until 2008.

Reilly was the Mayor of the City of Santa Cruz from 2002-2003 and from 2006-2007. In 2008 she ran for a seat in the 27th Assembly District, but lost to Bill Monning in the Democratic primary.

Reilly has served on the Association of Monterey Bay Area Governments (AMBAG), Community Action Board, Economic Development Council, Local Agency Formation Commission (LAFCO), Santa Cruz Metropolitan Transit District Board, Santa Cruz County Regional Transportation Commission (SCCRTC), Santa Cruz County Regional Transportation Commission Funding Task Force, and the Board of the Tannery Arts Center.

She was also Chair of the UCSC Long Range Development Plan.

In July of 2015, Reilly and her husband, Robert Nahas the co-owner of Emily's Bakery, were named in a sexual harassment lawsuit filed by a former employee of the business. The lawsuit alleged that Nahas groped the employee and made unwanted sexual advances towards her. In January of 2016, Nahas and Reilly agreed to pay the woman $85,000 in an out of court settlement. At the time the lawsuit was filed in 2015, other women came forward alleging they were also sexually harassed by Nahas.
