The Independent Commission Against Corruption (ICAC) was set up in 1989 by the NSW Government to deal with corruption of government officials and to ' protect the public interest & prevent breaches of public trust'.  

In 2011 ICAC launched it's largest investigation into the conduct of public officials, looking at accusations that the practice of accepting gifts or 'kickbacks' from suppliers in 110 Councils and State Government organisations across NSW.  Lawyers presenting evidence on the 4 October 2011 argued that the  'pervasive web of corruption' evidenced by the practices of accepting gifts could not be deal with by internal policies alone.

Among the Sydney Council's included in the investigation were the City of Sydney, Waverley Council, Burwood Council, City of Botany Bay and Liverpool City Council. The Roads and Traffic Authority (RTA) is also under investigation as well as organisations such as Sydney Water and even Taronga Zoo.
